Vector Strategy has published the September 2009 release of their Armor Procurement Forecast for US Military Ground Vehicles.
To develop this armor procurement forecast, Vector Strategy analyzed FY10 US Army, USMC, Air Force, and Navy base budget documentation released in May 2009; Congressional interim reports on the DoD’s Appropriations Act and Authorization Act for FY10 (prior to Congressional and Presidential final approval); and awards and program office updates since May 2009.
According to Marcia Price, President of Vector Strategy, "The question facing the industry in this forecast is (1) are we looking at a short term downturn in FY10 armor procurement for US military vehicles due to a strategic conundrum or an analytic pause or (2) is FY10 the beginning of a more severe, longer term, and sustained decline in funding?"
The FY10 base and supplemental / OCO budget requests released in May 2009 yield a more austere FY10 forecast of armor procurement than expected. Although MATV procurement in FY10 will likely be higher than previously predicted, the decline in funding for other vehicle categories was greater than expected.
Ms. Price continues, "As we developed our forecast for FY11 to FY15, we had to decide if FY10 was particularly austere because of strategy and funding uncertainties, or if FY10 established a trend that we should apply to FY11 through FY15."
