April 28, 2008 - Vector Strategy Publishes April 2008 Release of Their Armor Procurement Forecast for US Military Ground Vehicles.

Vector Strategy is pleased to announce the April 2008 release of their Armor Procurement Forecast for US Military Ground Vehicles. According to Marcia Price, president of Vector Strategy, "This is the fourth publication of this forecast and it continues to be well received and well respected within the industry as a source of armor procurement market intelligence."

Vector Strategy projects that $21 billion of armor for US military ground vehicles will be procured by the Department of Defense for US military forces between 2008 and 2013 (six years inclusive).

Marcia Price continues, "We see FY10 as a year of transition between the peak armor procurement of FY07 to FY09 and the more 'steady-state' procurement rate of FY11 to FY13."

The supplemental budget requests represent 86% of the total FY08 armor procurement and Vector projects that supplemental request(s) will account for approximately 75% of the total FY09 armor procurement.

Specific vehicle and armor programs driving FY08 armor procurement include:

  • Armor for New HMMWV procurement.
  • Frag Kit #6 for HMMWVs.
  • Base vehicle armor protection for MRAPs.
  • EFP protection for MRAPs.
  • LTAS implementation on FMTVs and HEMTT A4s.
  • New Stryker vehicle procurement and survivability enhancements for in-service vehicles.
  • Abrams and Bradley Urban Survival Kits.

DoD strategies and initiatives which Vector has taken into consideration when developing their April 2008 forecast for supplemental funding in FY09 to FY13 include:

  • Grow the Force initiative
  • Force transformation and modularity equipment requirements
  • Tactical wheeled vehicle fleet strategy reports (to be released in July 2008)
  • Procurement of IED and EFP protection
  • LTAS implementation on tactical vehicles
  • USMC’s Ground Combat Tactical Vehicle Strategy
  • Equipment replacement needs (for equipment transferred to foreign governments, for needs of reserve and guard units, and to reconstitute prepositioned assets)
  • Future Combat Systems integration into the Future Force
  • Potential Armored Personnel Carrier (M113) replacement program
