January 2 , 2008 - Vector Releases Armor Forecast Update For Military Ground Vehicles
Vector Strategy has provided a December 2007 forecast update for purchasers of their 2007 US Military Ground Vehicle Armor Forecast. This is a completely revised document addressing changes to armor procurement reflected in the DoD FY08 Appropriations and Authorization Acts.
Changes in this forecast (from the July forecast):
- Our armor procurement forecast for FY08 now includes both the DoD’s original GWOT Supplemental Budget requested in February 2007 and their GWOT Supplemental Amendment requested in September 2007. The inclusion of this latter request, the GWOT Supplement Amendment, has a considerable affect on FY08 armor procurement for military ground vehicles.
- The forecast includes a thorough analysis of FY08’s forecasted armor procurement by major vehicle program and funding source. We also discuss the probability of funding obligation for this armor procurement and the portion of funding which is authorized versus appropriated currently.
- This forecast also includes analysis, by major vehicle program, of the procurement authorized in the FY08 Defense Authorization Act (as referenced in the Conference Report on HR 1585) and the procurement appropriated in the FY08 DoD Appropriations Act (as referenced in the Conference Report for HR 3222). We also compare the authorized and appropriated amounts to funding requested in the FY08 base and supplement budget requests submitted by the DoD and provide as much explanation as possible regarding divergence of these figures.
